The majority opinion, authored by Judge Karen Henderson, stated that the nonprofit plaintiffs lacked the legal standing to challenge the freeze and pointed out that only the Government Accountability Office (GAO) could take action under the Impoundment Control Act. Judges Henderson and Gregory Katsas joined in the majority; Judge Florence Pan dissented, warning that this ruling diminishes the courts’ power to check executive authority.

The ruling does not automatically enact the aid cuts; it removes the legal block, but appeals remain possible.
