A viral video circulating on X claims to show Vice President Kamala Harris appearing intoxicated—slurring her speech and making exaggerated facial expressions. The clip has triggered a wave of speculation and criticism online, but several fact-checks suggest the content is misleading.

According to Reuters Fact Check, the clip was digitally altered—specifically slowed down—to create the illusion of inebriated speech. The original video of Harris speaking at an Atlanta campaign event in September 2024, as seen on platforms like C-SPAN and PBS NewsHour, shows her speaking at a normal pace. The altered version circulated online made her appear unnaturally slow.

Further analysis supports this conclusion. Researchers from the University at Buffalo used algorithms like Deep Fake-o-Meter to show that the video was deliberately manipulated to distort Harris’s speech rhythm and make her face appear slurred.

This isn’t the first time such a tactic has been used. Another deepfake video from 2016, showing Harris at a California detention center, was similarly slowed to project an appearance of intoxication. Fact-checkers confirmed that the original footage clearly shows her speaking clearly and at a normal speed.

Though the altered video has gone viral and drawn harsh commentary—with some calling her “tipsy” or mocking her demeanor—it is a manufactured portrayal rather than genuine footage of impairment.
