Secretary of State Marco Rubio has initiated a significant reorganization of the U.S. State Department, resulting in the termination of over 1,300 employees. This move aligns with President Donald Trump’s “America First” agenda, aiming to streamline government operations and reduce what the administration perceives as bureaucratic inefficiencies .

The layoffs, which began on July 11, 2025, affected 1,107 civil servants and 246 foreign service officers. Affected employees were notified via email and given 60 to 120 days to transition out of their roles. The reductions are part of a broader plan to consolidate 734 bureaus and offices into 602, eliminate over 300 divisions, and focus on core diplomatic priorities .

Critics, including Democratic lawmakers and former diplomats, argue that these cuts undermine U.S. global influence and national security. They contend that the layoffs target experienced personnel in areas such as human rights, refugee affairs, and nuclear diplomacy, potentially weakening the country’s ability to respond to international challenges .

In response to the criticism, Secretary Rubio defended the reorganization as necessary to eliminate redundancies and enhance efficiency within the department. He emphasized that the changes are intended to align the State Department more closely with the administration’s foreign policy objectives .

The reorganization follows a Supreme Court ruling that lifted a previous block on large-scale federal layoffs, allowing the administration to proceed with its downsizing plans. While the administration asserts that the restructuring will lead to a more effective and focused diplomatic corps, the long-term impact on U.S. foreign relations and global standing remains a subject of debate .
