The Biden administration quietly ended DNA testing at the U.S.-Mexico border in 2023—a move that former officials and lawmakers say has weakened one of the most effective tools for stopping child trafficking.

Under the Trump administration, the Department of Homeland Security introduced rapid DNA testing to confirm whether adults crossing the border with children were actually related. The goal was to prevent traffickers from posing as parents in order to gain easier entry into the U.S. But when the testing contract expired in May 2023, the Biden administration chose not to renew it, despite rising concerns about children being exploited by cartels and smugglers.

Former ICE Director Tom Homan sounded the alarm, warning that without DNA testing, many children are now crossing the border with unrelated adults pretending to be family. “This decision put thousands of kids at risk,” Homan said during a press briefing.

Critics argue the Biden administration prioritized political optics and privacy concerns over child safety. Progressive groups opposed the testing, calling it invasive and discriminatory. However, Republican lawmakers say scrapping the program removed a crucial safeguard, allowing trafficking networks to flourish.

In 2022 alone, there were over 2.7 million illegal crossings, and reports suggest that up to 60% of unaccompanied minors end up in the hands of criminal groups. Despite the growing crisis, the administration has offered no replacement for the expired testing program.

“Instead of fixing the system, they abandoned it,” said the House Subcommittee on National Security. “This isn’t just mismanagement—it’s endangering children.”
